SO THIS IS AN OPPORTUNITY FOR THE CITIZENS TO SPEAK TO YOU REGARDING THE BUDGET AND ANSWER QUESTIONS YOU MAY HAVE.

LATER ON IN THE AGENDA, WE WILL ACT TO APPROVE OR DENY IT BUT THIS IS THE OPPORTUNITY FOR THE PUBLIC TO COMMUNICATE WITH THE COUNCIL. SO WITH THAT.

I AM JUST AGAINST INCREASING PROPERTY TAXES.

AND SO, PART OF IT IS JUST FOR INFORMATION.

PART OF ME COMING HERE IS TO FIND OUT WHERE I CAN FIND OUT WHERE THE BUDGET IS, WHAT THE BUDGET MONEY GOES TO, HOW IT'S SPENT. BASICALLY A SELF AUDIT OF THE CITY TAXES. YOU SOY. THAT'S IT.

REGULAR AGENDA ON THE FIRST AGENDA ITEM 2021-414, WE WILL BE TAKING TWO VOTES COUNCIL MEMBER COFFMAN WILL RECUSE HIMSELF AND SO WE'LL VOTE FIRST WITH ALL SEVEN OF US AND HAVE A SECOND VOTE WITH JUST THE SIX OF US. 2021-414 CONSIDER AND ACT UPON AN ORDINANCE BY A RECORD VOTE TO ADOPT THE FISCAL 2021-2022 ANNUAL OPERATING BUDGET AND PLAN FOR INITIAL SERVICES FOR THE ENSUING FISCAL YEAR BEGINNING OCTOBER 1ST, 2021, AND THEN IN SEPTEMBER 30TH, 2022, IN ACCORDANCE WITH LOCAL GOVERNMENT CODE IN PARAGRAPH 102. APPROPRIATE MONEY TO A SINKING FUND TO PAY INTEREST AND PRINCIPLE ON THE CITY'S INDEBTEDNESS AND REPEAL AND CONFLICT ORDINANCES AND RESOLUTIONS INCLUDING SEVER ABILITY CLAUSE AND ESTABLISHMENT

OF EFFECTIVE DATE. >> MAYOR AND COUNCIL, THIS IS BASICALLY THE CONCLUSION OF THE BUDGET PROCESS.

AS YOU WILL SEE, ALL OF THE APPROPRIATED FUNDS WE'RE APPROVING TONIGHT INCLUDING THE GENERAL FUND, UTILITY FUND, 4 A, 4 B, YOU CAN SEE THOSE LISTED, MAYOR AS YOU STATED, WE WOULD LIKE TO TAKE A MOTION SEPARATE AND EXCLUDE THE SENIOR CITIZEN FUND AND ALSO THE SENIOR CITIZEN TRANSFER FROM THE GENERAL FUND SINCE MR. COFFMAN SITS ON THAT BOARD.

SO AS YOU STATED WOULD TAKE TWO VOTES FOR THAT REASON.

OTHER THAN THAT, EVERYTHING IS AS WAS PRESENTED IN YOUR PACKET AND DISCUSSED PREVIOUSLY. WE CAN OBVIOUSLY ANSWER QUESTIONS YOU HAVE REGARDING THE BUDGET AT THIS TIME.

FOR MAINTENANCE AND OPERATIONS AND $.294998 FOR INTEREST AND SINKING FUNDS FOR TOTAL OF $.675. SPECIFICALLY FOR THE PURPOSE OF WHICH SAID TAXES MAY BE EXTENDED AND DIRECTED THE ASSESSMENT AND COLLECTION THEREOF CONFLICTING ORDINANCES RESOLUTIONS INCLUDING SEVERABILITY CLAUSE AND ESTABLISH EFFECTIVE DATE.

THIS WOULD ADOPT THE TAX RATE TO FUND THE BUDGET THAT WAS JUST APPROVED. THAT TOTAL IS 67 POINT FIVE CENTS. THE MAYOR CORRECTLY READ THE MNO AND SINKING FUND SPLIT. THIS TAX RATE DOES REPRESENT NO CHANGE FROM THE TOTAL OF 7.5. HOWEVER I WANT TO POINT OUT DUE TO THE CALCULATION OF THE NO NEW REVENUE RATE, IT IS EFFECTIVELY A 3.66% INCREASE AND AS SUCH THAT IS WHY THE MOTION HAS TO BE READ SPECIFICALLY AS PRESENTED IN YOUR AGENDA PACKAGE.

WITH THAT, I WILL BE GLAD TO ANSWER QUESTIONS.

NO NEW REVENUE AND VOTER APPROVED.

THE NO NEW REVENUE TAKES PROPERTIES ONLY ON THE TAX ROLLS FOR BOTH YEARS. AS VALUES GOING UP, THAT RATE GOES DOWN. IF VALUES WERE TO GO DOWN.

THAT RATE WOULD GO UP. WHEN YOU EXCEED THAT NUMBER, YOU HAVE TO MAKE A STATEMENT YOU'RE INCREASING PROPERTY TAXES EVEN IF THE RATE, THE TOTAL RATE IS STAYING THE SAME.

SO, THAT, THOSE ARE THE TWO, WE ARE NOT EXCEEDING THE VOTER-APPROVED RATE. WE'RE STAYING UNDER THAT RATE.

BUT DOESN'T MATTER. IF YOU EXCEED EITHER ONE, YOU

HAVE TO MAKE THE STATEMENT. >> WE WOULD HAVE TO LOWER THE TAX RATE ANNUALLY TO COMPENSATE FOR MARKET CONDITIONS FOR PROPERTY VALUES. IS THAT CORRECT?

>> I THINK IT'S PRETTY GOOD AND PRETTY INTERESTING WE'RE SUCH A RAPIDLY GROWING CITY AND I BELIEVE THIS BUDGET ADDRESSES A LOT OF INFRASTRUCTURE NEEDS, AND WE JUST, THE VOTERS JUST APPROVED A BOND AND OBVIOUSLY WITH THE AMOUNT OF INFLATION THAT'S TAKEN PLACE AND THE EXPENSES ARE GOING UP, WE'RE STILL ABLE TO KEEP THE TAX RATE THE SAME.

I THINK IT'S A GOOD BUDGET AND TAX RATE IN MY OPINION.

YES. >> ITEM 2021-416, CONSIDER AND TAKE A SEPARATE VOTE TO RATIFY A PROPERTY TAX REVENUE INCREASE AS REFLECTED IN THE FISCAL YEAR OF 2021-2022 ANNUAL OPERATING BUDGET WHEN COMPARED TO THE FISCAL YEAR 2020-2021 ANNUAL OPERATING BUDGET. THIS BUDGET WILL RAISE MORE TOTAL PROPERTY TAXES THAN LAST YEAR'S BUDGET BY $1,589,976, WHICH IS A 5.02% INCREASE FROM LAST YEAR'S BUDGET AND OF THAT AMOUNT, $1,465,319 IS TAX REVENUE TO BE RAISED FROM NEW PROPERTY ADDED TO THE TAX ROLL THIS YEAR.

SO THE LAST ONE DEALT WITH TAX RATES AND BASICALLY THE EFFECTIVE RATE. THIS DEAL IS IN DOLLARS.

SO AS YOU READ, THE TOTAL INCREASE IN DOLLARS IS THIS JUST SHY OF $1.6 MILLION. THE VAST MAJORITY, THIS 1.465 IS NEW VALUE. NEW HOMES AND BUSINESSES ET CETERA. MAKES UP THE 1.46 OF THAT NUMBER. YOU HAVE TO, THIS DOES NOT HAVE TO BE A ROLL CALL VOTE BUT WE HAVE TO RATIFY THIS INCREASE BY AN AFFIRMATIVE VOTE. WITH THAT, I WILL BE GLAD TO

GENERAL OPERATIONS OF OUR CITY. ITEM 2021-417, CONSIDER AND ACT UPON RECOMMENDATIONS FROM THE MIDLOTHIAN ECONOMIC CORPORATION TO APPROVE A PROGRAM AND EXPENDITURES OF UP TO $8,000 RELATED TO THE CAREER CENTER AND OUTLINED IN THE ECONOMIC DEVELOPMENT INCENTIVE AGREEMENT WITH NAVARRO COUNTY.

THIS IS A DIFFERENT ITEM WE ARE BRINGING FORWARD.

WE HAVE HAD MULTIPLE QUESTIONS ABOUT THE VALUE AND WHY WE'RE BRINGING THIS BEFORE COUNCIL. THIS IS A STATE REQUIREMENT THAT CITY COUNCIL IS THE AUTHORIZING ENTITY.

THIS IS A NEW PROGRAM WE HAVE NOT HAD COUNCIL APPROVAL OF BEFORE. THE MONEY WILL BE PULLED FROM OUR BUILDING THAT WE CURRENTLY HAVE.

SO, YOU KNOW TO DO A QUICK OVER VIEW OF THE PROGRAM, THIS IS SALES TAX DOLLARS THAT ARE BEING USED FOR JOB TRAINING FACILITIES ULTIMATELY WILL HELP IN THE HEALTHCARE INDUSTRY.

WE THINK THIS IS A GREAT PROGRAM.

ONE THAT WILL TARGET GROWING THAT PIPELINE.

SO THIS IS A PROGRAM THAT REALLY TARGETS PEOPLE GETTING INTO THAT INDUSTRY SO THAT WE CAN CONTINUE TO GROW THROUGH OTHER PROGRAMMING THAT WE WOULD LIKE TO SEE HERE IN OUR COMMUNITY.
