>> I WOULD LIKE TO OPEN AGENDA ITEM 2022- ITEM 2022-177, CONSIDER AND ACT UPON AN ORDINANCE OUTLAWING ABORTION, DECLARING MIDLOTHIAN A SANCTUARY CITY FOR THE UNBORN, PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.

177 SO IF YOU ALL FORGIVE ME, I HAVE ACTUALLY WRITTEN OUT SOME THOUGHTS I WOULD LIKE TO READ TONIGHT TO OPEN THIS JEAPPED AGENDA AYEDEP. COUNCIL MEMBERS DARA HARTSON HAVE PUT AN ORDINANCE IN FRONT OF US TO GET THE CONVERSATION GOING ABOUT THE TOPIC OF DECLARING MIDLOTHIAN A SANCTUARY CITY FOR THE UNBORN. GOAL BEING TO PREVENT ABORTION AND ABORTION INDUSTRY FROM SETTING UP SHOP INSIDE OF OUR CITY LIMITS. I THANK THE TEAM AT TEXAS RIGHT TO LIFE, PASTORS AND VOLUNTEERS THAT HAVE GOTTEN US TO THIS POINT. I THANK MY FELLOW COUNCIL MEMBERS FOR CONSIDERING THIS ITEM AND CONTINUING THE CONVERSATION ON THIS TOPIC. ALL OF THAT BEING SAID, I WOULD LIKE IT TO BE ON RECORD THAT I ONE HUNDRED PERCENT STAND BEHIND THE IDEA AND I BELIEVE WE NEED PROTECTIVE MEASURES IN PLACE FOR OUR CITY. AFTER CONVERSATIONS WITH WIDE ARRAY OF COMMUNITY MEMBERS, MOST PRO LIFE THEMSELVES, SOME CONCERNS ABOUT THE SPECIFIC WORDING OF THIS ORDINANCE WAS EXPRESSED, WE DID NOT HA HAVE TE TIME NECESSARY TO ADDRESS ADEQUATELY AND GIVE IT TO THE COUNCIL BEFORE THIS MEETING.

SINCE THIS PROCESS BEGAN A LONG TIME AGO, ONE THING HAS BECOME EVEN MORE CLEAR TO ME. WHILE IT IS NOT UNANIMOUS, THE VAST MAJORITY OF OUR COMMUNITY IS IN FAVOR OF TAKING MEASURES TO KEEP THE ABORTION INDUSTRY OUT OF MIDLOTHIAN.

AS COUNCIL, WE HAVE DUTY TO OUR CITIZENS TO GET THIS RIGHT AND DO IT THE RIGHT WAY THE FIRST TIME.

IN MY OPINION, IN ORDER TO GET THIS DONE, WE MAY NEED TO MAKE SOME TWEAKS AND ADJUSTMENTS BEFORE WE PLACE A PASS/FAIL VOTE ON THIS ORDINANCE. IN THAT SAID, I BELIEVE WE HAVE THREE DIFFERENT OPTIONS FOR DIRECTION WE CAN TAKE THIS MORNING, THERE MAY BE MORE. OPTION ONE, WE CAN REVIEW AND DO A SIMILAR 78 PASS/FAIL VOTE ON THIS ORDINANCE THAT HAS BEEN PUT BEFORE US. OPTION 2, WE CAN GO THROUGH THIS

ORDINANCE AND MAKE ADJUSTMENTS TO IT TONIGHT AND LAND ON A DOCUMENT AT LEAST FOUR PEOPLE CAN AGREE IT.

AND OPTION 3, WE CAN REQUEST MAYOR RENO CREATE A COMMITTEE TO PUT A SOLUTION BEFORE THE COUNCIL AS SOON AS POSSIBLE.

I WILL FINISH MY REMARKS BY SAYING THAT I BELIEVE IN THE VALUE OF L LIFE IN ALL OF ITS FORMS, CONCEPTION TO DEATH.

IT IS MY DESIRE TO FIND THE CITY COUNCIL FIND THE BEST ROUTE FORWARD TO PROTECT OUR CITY AND CITIZENS FROM THE ABORTION INDUSTRY AS WELL AS SEE US SUPPORT AND CARE FOR ALL CITIES OF MIDLOTHIAN IN EVERY STAGE OF LIFE.

MY DESIRE ALL ALONG IS SIMPLY TO HAVE THIS PRO LIFE CONVERSATION SO WE CAN PUSH THIS PROCESS FORWARD.

EITHER WAY WE GO TONIGHT, THE FACT THAT WE ARE EVEN HAVING THIS DISCUSSION IS A WIN FOR PRO LIFE AWARENESS IN OUR COMMUNITY.

AT THIS POINT, I WOULD LIKE US TO FIND A PATH FORWARD THAT WILL WARRANT AGREEABLE RESULTS. I HAVE INVITED ASHLEY LEENERRED TO GIVE US AN OVERVIEW OF THE ORDINANCE IN FRONT OF US AS WELL AS TO STAND FOR QUESTIONS FROM THE COUNCIL IF WE HAVE ANY.

I HAVE BEEN A RESIDENT OF MIDLOTHIAN FOR 27 YEARS.

I LIVE AT 503 NORTH FIRST STREET RIGHT HERE IN MIDLOTHIAN.

I LOVE THIS COMMUNITY. I HAVE BEEN INVOLVED IN PRO LIFE MINISTRIES, ACTIVITIES, PROJECTS FOR ALMOST 30 YEARS.

AND AT PRESENT I'M INVOLVED IN SEVERAL PRO LIFE MINISTRIES WITH MY CHURCH, NI KNIGHTS OF COLUMB. I DIRECT PRO LIFE ACTIVITIES AND I'M ALSO A MEMBER -- VOLUNTEER MEMBER OF FIRST LOOK PREGNANCY CARE CENTER IN WAXAHACHIE. AND I JUST WANT TO EMPHASIZE THAT FIRST LOOK HAS BEEN AROUND FOR MORE THAN 25 YEARS HENNING WOMEN AND MORE AND MORE NOW MEN MAKE THE CHOICE FOR LIFE AND BRING THEIR CHILD INTO THE WORLD TO BE, FIRST OF ALL, CHILDREN OF GOD AS WE ALL ARE. BUT WE ARE THERE TO PROVIDE FREE MEDICAL SERVICES, ULTRASOUNDS, PREGNANCY TESTS.

WE ALSO PROVIDE MATERIAL NEEDS. WE HAVE TRAINING CLASSES, PARENTING. JUST A WHOLE RANGE OF SERVICES.

WE ALSO HAVE COUNSELING AND IF THE CLIENT OR CLIENTS SO DECIDE, WE WILL OFFER SPIRITUAL COUNSELING AND PRAYER.

THE REASON I WANT TO EMPHASIZE THIS IS THAT THERE ARE PEOPLE WHO FEAR THAT IF ABORTION IS NOT AVAILABLE, THAT THESE WOMEN IN DIRE CIRCUMSTANCES, WHETHER IT IS ECONOMIC OR THEY ARE UNDER PRESSURE, THEY HAVE SOMEWHERE TO GO.

THEY WILL BE HELPED. THERE ARE HUNDREDS IF NOT THOUSANDS OF PEOPLE IN THIS COUNTY AND IN THIS CITY THAT WILL STEP UP AND HELP ANY YOUNG COUPLE, YOUNG WOMAN TO MEET WHATEVER NEEDS THAT SHE HAS. WE WILL REFER THEM TO SOCIAL SERVICES AND MAKE SURE THEY ARE TAKEN CARE OF.

THERE IS NOTHING MORE IMPORTANT IN THIS WORLD THAN THE CHILDREN THAT ARE INSIDE AND OUTSIDE OF THE WOMB. I'M A MOTHER OF THREE, VERY YOUNG CHILDREN. TWO OF THEM ARE BEAUTIFUL BLOND LITTLE GIRLS. AND I WILL TELL YOU THERE'S NOTHING MORE SCARY THAN THIS WORLD FOR THEM AND FOR THEM TO BE ABLE TO BE GROWING UP IN A CITY THAT RESPECTS LIFE FOR ALL CHILDREN IS VERY IMPORTANT TO ME.

WE MOVED HERE BECAUSE WE MOVED HERE FOR A SMALL CITY AND THEN WE KEPT GROWING AND GROWING AND RECENTLY, WITHIN THE LAST TWO YEARS, I ACTUALLY DON'T TAKE MY CHILDREN BY MYSELF TO WALMART BECAUSE I HAVE THESE CUTE LITTLE BLOND GIRLS AND WE HAVE HAD ISSUES WITH PEOPLE THAT COME TO OUR CITY FROM OUTSIDE TO SHOP AT OUR STORES LIKE KROGER AND WALMART AND I AM VERY WORRIED ABOUT SOMEBODY STEALING THEM FOR SEX TRAFFICKING.

AND THAT IS A REAL FEAR THAT MOST MOTHERS PROBABLY DO HAVE.

BUT WITH THAT, I WANT TO EXPRESS TO YOU THAT TONIGHT YOU ARE FACED WITH A VERY UNIQUE SITUATION.

I BELIEVE THAT GOD HAS GIVEN YOU THIS VERY OPPORTUNITY TO PROTECT LIFE OF EVERY CHILD HERE IN MIDLOTHIAN AND TO PROTECT OUR COMMUNITY FROM THE SIN OF MURDER.

THE FACT IS THAT HUMAN TRAFFICKING DOES HAPPEN AND IT IS ON THE RISE AND MIDLOTHIAN IS NOT IMMUNE TO THAT.

HUMAN TRAFF TRAFFICKERS COERCE S TO HAVE ABORTIONS AGAINST THEIR WILL ALL THE TIME. THE CLAUSE ABOUT COERCION INSIDE AND OUTSIDE THE CITY LIMITS COULD PROTECT WOMEN AND GIRLS IN MIDLOTHIAN FROM HUMAN TRAFFICKERS WHO WILL COERCE THEM INTO ABORTIONS ANYWHERE. SO THE WOMEN CAN BE EXPLOITED AGAIN AND AGAIN. YES, THERE ARE STATE LAWS AGAINST HUMAN TRAFFICKING BUT WITHOUT AN ORDINANCE WE ARE INVITING THAT INTO OUR CITY. DO WE NEED TO WAIT UNTIL A TEENAGER INNOCENTLY COMING FROM WHATABURGER IS KILLED BY A SPEEDING TRAFFIC BEFORE OUR CITY COUNCIL DOES SOMETHING ABOUT IT? WHAT ABOUT THE SPEEDWAY AT FM 6633? WHERE T THE ONLY TIME PEOPLE SLW DOWN IS WHEN THE SCHOOL ZONE LIGHTS COME ON.

DO WE NEED TO WAIT UNTIL A TEACHER GOING TO WORK EARLY IN THE MORNING TO GET READY FOR A CLASS AT MOUNTAIN PEAK ELEMENTARY GET KILLED BY SPEEDING OR TRAFFIC.

OR MAYBE SHE IS STAYING LATE TO GRADE SOME PAPERS.

THERE ARE CURRENTLY 50 REGISTERED SEX OFFENDERS LIVING IN OUR ZIP CODE, MIDLOTHIAN, TEXAS.

IN MY OPINION, THE CITY IS ALREADY A SANCTUARY CITY.

WHAT ARE WE DOING TO PROTECT OUR CHILDREN FROM THESE PREDATORS LIVING AMONG US? GENTLEMEN, YOU HAVE A TOUGH DECISION TO MAKE. BUT IN THAT DECISION, WE TRUST THAT YOU WILL MAKE THE RIGHT DECISION BUT ALSO IT IS A DECISION THAT I BELIEVE SHOULD BE PUT BEFORE THE VOTERS.

THAT IS FOR THE FUEL FOR THE CITY VEHICLES.

WE HAVE STREET MAINTENANCE, SIDEWALKS AND CURBS AND THEN WE HAVE SOME BEAUTIFICATION COSTS AS WELL.

PERSONNEL, I WILL SAY WE HAVE BEEN VERY CONSERVATIVE IN THE PAST AND WE HAVE RUN VERY LEAN. AND SO OVER THE NEXT FIVE YEARS, WE HAVE 105.5 POSITIONS RECOMMENDED.

WE HAVE 18 NEW POSITIONS FOR THIS NEXT YEAR.

AND TO HIGHLIGHT SOME OF THOSE, THERE'S THREE NEW POSITIONS IN FIRE. THOSE WILL BE CAPTAINS WHO WILL BE STAFFING UP TOWARD OUR NEW FOURTH FIRE STATION.

THIS WILL BE THE FIRST TIME THAT WE CAN TAKE A BOX WITHOUT A GENERATOR AND REMOUNT IT.

SO WHAT THAT MEANS IS THAT WE ARE GOING TO ASK OUR VENDOR THROUGH HGAC, THE CONTRACT THAT'S OUT OF HOUSTON, TO FIND US A CHASSIS, F450 GAS POWERED AMBULANCE PREP CHASSIS.

THE COST BREAKDOWN HERE IS BASICALLY, LOOKING AT 45 BY 40 BOX HANGARS, SIX OF THEM, THEY WILL HAVE BIFOLD DOORS, THEY GO UP IN A FOLDING POSITION. INFRASTRUCTURE HAS BEEN TAKEN CARE OF OR WILL BE TAKEN CARE OF BY THE CONTRACTOR HIMSELF AT TUNE OF AROUND $180,000, NO COST TO THE CITY AT ALL.

THEN THE TOTAL WILL BE ABOUT 1.1 PAID BY THE CONTRACTOR THEMSELVES. THEN WE ARE LOOKING AT POSSIBLE COSTS TO THE TENANT, WHOEVER BUYS THE THESE BOX HANGARS, 1830 A PIECE. THAT COULD FLUCTUATE DEPENDING ON TIMING. AND ALL OF THESE RULES AND REGULATIONS ARE BASICALLY APPROVED BY BOTH CITY COUNCIL.

SO WE CAN'T MOVE ALONG WITHOUT YOUR VOTE ON THIS.

SO THE BENEFITS WE HAVE HERE IS THAT THE LEASE BASICALLY IS FOR 30 YEARS AND IT IS PLUS 10 PLUS 10 MEANING THERE IS A STOP POINT HERE. BUT IT IS A 30-YEAR LEASE AND RENEWABLE EVERY FIVE YEARS, AS FAR AS THE RATES ARE CONCERNED.

THIS WILL DECREASE THE HANGAR WAIT LIST FOR US.

IT WILL OFFER US POSSIBLY THE INCREASE IN OPERATIONAL REVENUES. AND THEY WILL BE BUILT TO SUIT TO THE CUSTOMER AS WELL. THEY WILL LOOK THE SAME ON THE OUTSIDE. ANYTHING INSIDE COULD BE CUSTOMIZED.
