WHEREAS THESE ELLIS COUNTY AMATEUR RADIO EMERGENCY SERVICES AND AMATEUR OPERATORS LIVE AND WORK IN THE CITY OF MIDLOTHIAN AND ELLIS COUNTY AND PROVIDE AMATEUR RADIO COMMUNICATIONS AS COMMUNITY VOLUNTEERS. WHEREAS THE STATE OF TEXAS AND TEXAS DIVISION OF EMERGENCY MANAGEMENT AND MIDLOTHIAN POLICE DEPARTMENT OFFICE OF EMERGING MANAGEMENT ORGANIZES VALUABLE COMMUNICATION SERVICES PROVIDING STORMS SPOTTING, STORM REPORTS AND CRITICAL MEDICATIONS FOR EMERGENCIES AND DISASTERS AND WHERE AS THE SAME AMATEUR RADIO OPERATORS HAVE FURTHER DEMONSTRATED THEIR VALUE IN PROVIDING PUBLIC ASSISTANCE WITH FREE RADIO COMMUNICATIONS DURING COMMUNITY EVENTS SUCH AS PARADES, MICROPHONES, WALK BONDS, COMMUNITY FAIRS AND OTHER CHARITABLE PUBLIC EVENTS WHEREAS THE CITY OF MIDLOTHIAN RECOGNIZES AND APPRECIATES THE DILIGENCE OF THE RADIO OPERATORS ALWAYS KNOWN AS HAMS WHO ALSO SERVE AS WEATHER SPOTTERS FOR THE SKY WARM PROGRAM OF NATIONAL WEATHER SERVICE. WITH THE CITY OF MIDLOTHIAN AND ELLIS COUNTY OFFICE OF EMERGENCY MANAGEMENT. WHEREAS THE AMERICAN RADIO RELAY LEAGUE IS NATIONAL ASSOCIATION FOR AMATEUR RADIO IN THE UNITED STATES AND WHEREAS THE AMATEUR RADIO FIELD EXERCISE TOOK PLACE ON JUNE 24 AND 25TH 2023 AT MIDLOTHIAN ISD MULTIPURPOSE STADIUM. 24 HOUR EMERGENCY PREPAREDNESS EXERCISE AND DEMONSTRATION FOR THE AMATEUR RADIO OPERATORS AND READINESS TO PROVIDE SELF-SUPPORTING COMMUNICATIONS WITHOUT FURTHER INFRASTRUCTURE BEING REQUIRED. THEN YOU HAVE ONGOING PLANS YOU ARE CURRENTLY FUNDING THAT OTHER CITIES DON'T HAVE THE SAME TEMPLATE. YOU ALSO HAVE A PARKS SYSTEM AND THE REST OF THE INFRA-STRUCTURE SYSTEMS YOU FUND WOULD BENEFIT THE ENTIRE CITY AND OTHER CITIES WILL NOT HAVE THE SAME FORMAT. HOW DO YOU TAKE ALL THESE COMPLEXITIES AND BLEND THEM TOGETHER. I'M IN AGREEMENT THEY WANT TO MAKE SURE WE DON'T GET A TEMPLATE PLAN. I KNOW THEY'VE BEEN NDER AN IMMENSE AMOUNT OF PRESSURE TO GET THE STRUCTURE BECAUSE THE MONEY HAS QUADRUPLED IN THE LAST THREE YEARS.

ALMOST ALWAYS WHAT I SEE IS IF YOU DON'T ALREADY HAVE THE ORGANIZATIONAL MATRIX IN PLACE IN ORDER TO ADD LEAST BEGIN TO BUILD THIS TYPE OF STRUCTURE YOU ARE NOT CAPABLE OF EXECUTING IT WHEN YOU DO GET IT AND ENDS UP BEING WASTED SPENDING. AND BEING PLACED IN THE PROGRAM BEING PROPOSED. CIGNA IS INCLUDING A BONUS ALLOWANCE OF $20,000 AND A SECOND RATE CAP OF NINE PERCENT. THE CITY WILL BE DISCONTINUING THE CURRENT BASE PPO PLAN IMPLEMENTING HIGH DEDUCTIBLE HEALTH PLAN OPTION. IN ADDITION TO ADDING THIS HSA OPTION THE CITY WILL BE CONTRIBUTING $1000 EMPLOYEE ONLY IN 2004 EMPLOYEE FAMILY TO HELP OFFSET THE INITIAL OUT-OF-POCKET COSTS THAT COME WITH HIGHER DEDUCTIBLE HEALTH PLAN. AS JEFFREY SAID THE CITY WILL ALSO BE DECREASING THE OUT-OF-POCKET MAXIMUMS ON THE PPO OPTION UP TO $4000 FOR INDIVIDUAL AND 8004 FAMILY.

THOSE ARE CURRENTLY SET AT 7150 FOR INDIVIDUAL AND 14,300 FOR A FAMILY.

WHICH ARE SET ABOVE WHAT WE SEE IN OUR MUNICIPAL MARKETS. WITH THESE PLAN DESIGN CHANGES ASSUMING 10 PERCENT MIGRATION TO THE HSA PLAN WHICH IS WHAT WE SEE ROLLING OUT THIS PLAN THE CITY WILL SEE A TOTAL ESTIMATED 9.4 DECREASE IN TOTAL ANNUAL PREMIUM FOR $70,000 IN SAVINGS. THIS PROPOSED OPTION WILL BRING THE CITY IN LINE TH TH NOTICEABLE BENCHMARKS ACROSS THE STATE OF TEXAS. FOR THE DENTAL OPTION WE WILL BE RECOMMENDING TO MOVE TO UNITED CONCORDIA FOR THE NEXT PLAN YEAR 1.4 PERCENT DECREASE WITH RATES GUARANTEED FOR TWO YEARS. AT 1.4 PERCENT DECREASE INCLUDES RAISING THE DENTAL ANNUAL MAXIMUM FROM 1500 TO 2000.

GEO ACCESS RESULTS SHOW THAT 95.6 PERCENT OF EMPLOYEES HAVE ACCESS 2 TO DENNIS WITHIN 10 MILES. 93.9 PERCENT OF EMPLOYEES HAVE TWO SPECIALISTS WITHIN 10 MILES SO WE WANT TO MAKE SURE WHEN MAKING A CARRIER CHANGE EMPLOYEES HAVE ACCESS.

TWO DENTISTS. THE VISION PLAN WE WILL RECOMMEND MOVING TO SURRENCY UPCOMING PLAN YEAR SURRENCY RATES ARE 10.4 PERCENT BELOW CURRENT AND GUARANTEED FOR THREE YEARS.
