THE APPLICANT IS REQUESTING A GRAVEL EXCEPTION FOR HIS STORAGE AREA. THE PARCEL IS 29 ACRES AND THERE IS AN EXISTING YARD FOR THE TREATMENT FACILITY THAT IS THERE BUT IT WILL GROW AWAY ONCE IT IS INTRODUCED. EXISTING ZONING IS SF ONE.

THE FUTURE LAND USE PLAN SHOWS IT AS AN INDUSTRIAL MODULE.

SO, THE BASE -- HOWEVER SHARING OR PUNCHING IS SEEN IN THE MEDIAN AND HEAVY INDUSTRIAL . THE OUTDOOR STORAGE AREA HAS A HEIGHT LIMITATION OF 10 FEET. WHAT THEY ARE DOING IS THEY WILL HAVE METAL BEAMS THAT WILL BE BROUGHT ONTO THE SITE AND THEY WILL PUNCH HOLES IN THEM AND WORK ON THEM. ONCE THEY WORK INSIDE THE FACILITY THEY WILL STORE THEM OUTDOORS. THERE'S CHAIN-LINK FENCE AROUND THE PROPERTY THAT WAS ESTABLISHED BY PREVIOUS ZONING CASES AND IT WILL HAVE LANDSCAPE IN ORDER TO SCREEN THE AREA. THE HEIGHT IS 58 FEET AND IT HAS LIMITED ARTICULATION. THERE IS SOME UP FRONT. THEY HAVE ONE GROUND SIGN THAT IS 25 FEET TALL . HERE IS THE SIGN. IT IS BRICK, TRANSLUCENT PANELING AND METAL. THE STAFF DOESN'T SUPPORT THAT HOWEVER THE PLANNING AND ZONING COMMISSION DID RECOMMEND APPROVAL WITH THAT. THERE IS ADDITIONAL LANDSCAPING PROVIDED ALONG THE EDGE OF THE FACILITY. WE HAVE ASKED THEM TO ADD IN ADDITION TO THE TREES TO PROVIDE MORE SCREENING. THIS IS THE LANDSCAPE PLAN FOR THE PROPERTY. IT IS THE AREA WHERE THEY ARE PROVIDING FOR SCREENING FROM THE HIGHWAY. THAT IS ONE OF THE HIGHLY VISIBLE AREAS. THIS IS THE PARKING AREA SHOWING DETAIL OF THE LANDSCAPE AROUND THE PARKING AREA. THE SIGNAGE IS

THE ZONING COMMISSION DID RECOMMEND APPROVAL WITH THE EMULSIFIED TOPCOAT FOR THE GRAVEL AREAS AND STORAGE AREAS. THE CONCRETE FOR THE DRIVEWAYS AND PARKING AREAS.

STAFF SUPPORTS ANY OTHER REQUESTS AS WELL WITH ILLUMINATED SIGNAGE AND ARTICULATION ON THE BUILDING AND ALL THE OTHER THINGS DIFFERENT. ANY QUESTIONS ?

WHAT WE ARE HOPING TO DO IS REZONE THE PROPERTY FROM SINGLE-FAMILY ONE TO A PLANNED DEVELOPMENT HISTORY AND INDUSTRIAL REGULATION ASSOCIATION WITH IT. AS WE WERE PLANNING WITH STAFF AND MULTIPLE DISCUSSIONS THIS IS IN A MODULE INDUSTRIAL. IT ALLOWS FOR VARIOUS INDUSTRIAL ZONING DISTRICTS. THE REASON WHY WE WENT WITH LIGHT INDUSTRIAL IS WE HAVE NO DESIRE TO DO ANYTHING HEAVY AT THIS LOCATION. I WILL EXPLAIN WHAT WE ARE PROPOSING TO DO.

I'M NOT GOING TO WORRY YOU WITH DETAILS AND WE WILL GO THROUGH THE PROCESS OF WHAT THEY DO. THEY BRING IN ON TRUCKS AND THEY COME IN, I DROPPED THEM OFF THESE FORKLIFTS. WE CARRY THE BEAMS AND THEY SIMPLY PUNCH A HOLE IN THEM. ONCE THESE BEAMS HAVE THE HOLES PUNCHED THEY TAKE THEM OUT TO THE NORTH SIDE WITH STORAGE AND IT IS THE EAST SIDE IT IS ON THESE BUNDLES AND WON'T EXCEED THE MAXIMUM HEIGHT AND THEY WILL SHIP THEM OFF TO VARIOUS LOCATIONS WHERE THEY ARE READY TO BE SHIPPED. KNOWING THE STANDARDS FOR ARTICULATION, BUILDING CODE REQUIREMENTS , WE DECIDED TO ADD ADDITIONAL ARTICULATION TO THE STRUCTURE. GENERALLY INDUSTRIAL AREAS YOU DON'T SEE A LOT OF MASONRY. THEY ARE NOT IN THERE TO BE PRETTY. KNOWING THIS AREA AS IT IS REDEVELOPING I TOLD THEM IF YOU WISH TO HAVE THIS AT ALL YOU DO NEED TO SHOW SOME EFFORT AND DESIGN THE BUILDING WITH ARTICULATION. MINE IS FROM WRITING ORDINANCES BACK IN THE DAY. THE LANDSCAPING WE ARE DOING ABOVE WHAT IS REQUIRED PER THE ORDINANCE. SHOWING THIS PROCESS ONE THING IS WE ARE ASKING FOR THE OUTDOOR STORAGE TO BE SOMETHING OTHER THAN WHAT THE CITY STANDARD IS OF CONCRETE AND ASPHALT. SOME MAJOR ISSUES IS THAT CHANGES QUITE A BIT. IT WILL CAUSE DRAINAGE ISSUES WHICH WE ARE TRYING TO PREVENT AND THE EMULSIFIED CONCRETE IS IMPERVIOUS. THAT WILL ALLOW US FOR WATER TO GO THROUGH.

ALSO MAINTAINING IT IS A LOT EASIER TO DO. IT'S LEST COST

EXPENSIVE WITH CONCRETE AND ASPHALT WITH THOSE HEAVY BEAMS AND THE FORKLIFTS ALWAYS MENDING. IF IT BREAKS UP CONCRETE AND ASPHALT AND TEARS IT UP WE ARE PAYING A LOT MORE AND TRYING TO REPAIR THAT ALL THE TIME. ALSO, ONE THING I WANTED TO SHARE WITH YOU IS ONE ISSUE WAS MAINTAINING IT.

ONE OF THE BIGGEST COMPLAINTS RIGHT NOW IS WE HAVE EMULSIFIED GROUND OVER THERE AT AN EXISTING FACILITY RIGHT NOW.

WE HAVE RECEIVED MULTIPLE COMPLAINTS FROM STAFF RUNNING THOSE BECAUSE THEY DON'T HAVE SHOCKS IN THEM AND THEY FEEL IT IN THEIR BODIES. THEY ARE ALWAYS MAKING SURE WE HAVE TO HAVE IT MAINTAINED BECAUSE WE ARE NOT RECEIVING COMPLAINTS FROM THE CITY OR ANYONE BUT FROM THEIR OWN PEOPLE THAT WORK THERE. THEY'RE ALWAYS OUT THERE TO MAKE SURE IT IS FLAT.

THAT IS WHAT WE PLAN TO DO HERE AS WELL. IT IS ALSO A SAFETY MEASURE FOR THEIR OWN EMPLOYEES. ONCE AGAIN, OUR PARKING AREAS , FIRE LANES WILL ALL BE CONCRETE AND MEETING CITY STANDARDS. WE FIND THAT IMPORTANT WITH EMERGENCY SERVICES IF THEY HAVE TO GO OUT WE DEFINITELY WANT THEM DRIVING ON A CONCRETE SURFACE AND DUE TO THE WAY IT IS DESIGNED WE FEEL IT WILL BE ADEQUATE FOR WHAT WE ARE TRYING TO DO. DETENTION POND IMPROVEMENT PROJECT IN AN AMOUNT TO NOT EXCEED $287,050 AND AUTHORIZE THE CITY MANAGER TO SIDE SAID

IT WAS FOUR DIFFERENT OPTIONS OF LOOKING TO DO SOME MITIGATION FOR SOME DRAINAGE IMPACTS WHICH HAS BEEN GOING ON FOR SEVEN DAYS. ONE OF THE OPTIONS THE COUNCIL WAS PRESENTED WITH WAS IMPROVING THE EXISTING FACILITY OUT THERE. THE DETENTION POND IS ON CITY PROPERTY. INCREASING THE CAPACITY AND BUILDING A DAM ACROSS. REALLY COMING IN AND BUILDING A PERMANENT STRUCTURE AND GOING TO THE PROCESS WHERE WE CAN HOLD BACK MORE AND ATTAIN MORE IN THAT AREA TO TRY TO HELP MITIGATE THE FIRST PHASE. BASED ON THE DIRECTION WE HAVE RECEIVED FROM COUNSEL THIS AGREEMENT ACTUALLY DID THE ASSESSMENT AS WELL. THIS WOULD INCLUDE THE DESIGN. IT IS QUITE A PICKUP PERMEATING WE WOULD HAVE TO DO. BASED ON THAT THAT OPENS UP A FEW OTHER THINGS WE HAVE TO DO THAT ARE ALL COVERED AS PART OF THE COMPONENT. WE ALSO HAVE TO GO THROUGH FROM THAT STANDPOINT WITH THE ACTUAL. AGAIN, AS PART OF THIS DESIGN IT'S GOING TO INCLUDE THE CONTRACT ADMINISTRATION AS A CONSTRUCTION OBSERVATION SERVICE. THE FUNDING FOR THIS IS THROUGH THE TEXT THAT WAS ISSUED THIS PAST SEPTEMBER.

THE NUMBER OF PARCELS IT LOOKS LIKE WE ARE DEALING WITH IS 25 PROPERTY OWNERS WHICH SOUNDS LIKE A LOT FROM A NUMBERS STANDPOINT, BUT I THINK THERE'S ABOUT FIVE ACRES OF RIGHT AWAY AND 6/10 OF AN ACRE DRAINAGE AND 6/10 OF AN ACRE TOTAL OF TEMPORARY CONSTRUCTION. A LOT OF THESE ARE GOING TO BE 10TH OF AN ACRE ON A LOT OF SMALLER PARCELS. ON THE BIGGER IT GETS CLOSE TO AN ACRE BUT THAT IS A GOOD-SIZED PARCEL IN THE CORNER. THERE'S REALLY NO HOMES ON IT AT THIS TIME. WE ARE CHIMING TO LIMIT THE AMOUNT OF RIGHT AWAY BUT TO DO THE PROJECT. SINCE THIS IS A FUN PROJECT WE DO HAVE TO DO APPRAISALS. A BIG PART OF THIS OVERALL $168,000 COST IS DOING THE 25 APPRAISALS FOR 25 PROPERTIES. THAT'S 90,000 OF THE 168,000. THAT IS A PRETTY GOOD RATE.
