IF THERE'S ANYONE THAT SIGNED UP TODAY? WE WILL GO BACK TO ITEM 2024-252. THIS IS THE PRESENTATION OF THE PROPOSED FISCAL YEAR 2024/25 UP AND BUDGET FOR THE CITY OF MIDLOTHIAN GENERAL FUND AND UTILITY FUND. COUNCIL, YOU HAVE A FAIRLY LARGE BINDER IN FRONT OF YOU THAT YOU CAN USE FOR

REFERENCE. >> THANK YOU. OBVIOUSLY, WE WILL BE GOING OVER THAT BINDER IN MUCH MORE DETAIL DURING THE WORKSHOPS WHICH BEGAN FRIDAY. SO THIS WILL BE JUST A REALLY HIGH-LEVEL OVERVIEW OF THE BUDGET AND AGAIN, WE WILL GET INTO THE DETAILS A COUPLE DAYS AND WEEKS. SO THIS IS THE DRAFT OF THE 24/25 FISCAL YEAR BUDGET . ALL RIGHT. SOME OF THE REAL HIGH-LEVEL BUDGET GOALS WE ARE LOOKING TO MAINTAIN OUR ADEQUATE FUND BALANCES AND SAFEGUARD THE CITY'S BOND RATING AND STABILIZATION IF WE DO HAVE ECONOMIC DOWNTURN , OUR GOAL IS TO MAINTAIN INFO STRUCTURE AND SERVICE LEVELS IN THIS HIGH GROWTH ENVIRONMENT. A LOT OF OUR CRITICAL ASSUMPTIONS ARE CONSERVATIVE, SO OUR FINANCES REMAIN STRONG. WE ARE LOOKING TO MAINTAIN THE CURRENT TAX RATE OF $.65. SOME OF THE

PRIORITIES WE HAVE TALKED ABOUT. THE ISSUING OF THE TAX NOTE TO DO SOME BUILDINGS PARK IMPROVEMENTS, EQUIPMENT, AND PUBLIC SAFETY IMPROVEMENTS. WE ARE LOOKING AGAIN TO FIND $2.6 MILLION AND WROTE REHABILITATION TO MAINTAIN THE SAFETY OF OUR ROADS. ENHANCEMENT AND OUR INVESTMENTS IN CITY STAFF. WE ARE LOOKING TO DO A 2% COLA OF SOME SALARY RANGE ADJUSTMENT TO BOTH HELP WITH RETENTION OF OUR CURRENT EMPLOYEES AND RECRUITMENT OF NEW EMPLOYEES. THIS IS A VERY HIGHLY COMPETITIVE MARKET RIGHT NOW THAT WE FIND OURSELVES IN.

WE ARE ALSO INCREASING STAFFING TO KEEP UP WITH THE DEMAND FOR SERVICES AND IN THE NOT TOO DISTANT FUTURE, WE ARE PREPARING TO OPEN A NEW CITY HALL LIBRARY AND A FEW MONTHS LATER, THE OPENING A NEW PUBLIC SAFETY BUILDING. SO, OUR PROPERTY TAX BASE CONTINUES TO FLOURISH. YOU WILL SEE THE ESTIMATED INCREASE RIGHT NOW, THESE ARE ALL ESTIMATES UNTIL OUR VALUES COME OUT. 3.84% INCREASE LAST YEAR. WE HAD ABOUT A 60.7.6 INCREASE . ACCORDING TO OUR CERTIFIED ESTIMATE IS OVER $7 MILLION. WE SHOULD HAVE THE CERTIFIED ESTIMATE LATER THIS WEEK . KEEP IN MIND THAT THESE VALUES ARE REFLECT OF THE ADDITIONAL 10% HOMESTEAD EXEMPTION. SO WE ARE AT THE MAX OF 20% TOTAL, WHICH AGAIN, THOSE ARE ALL REFLECTED IN THE CERTIFIED ESTIMATE. THIS ALSO INCLUDES THE INCREASES THAT WERE DONE TO THE DISABLED ASSUMPTIONS THAT WERE IMPROVED LAST YEAR. JUST KIND OF LOOK AT HISTORY HERE. SO YOU CAN SEE THE 24/25 ESTIMATE OVER $7 MILLION. YOU CAN SEE OUR HISTORY OF HOW OUR TAXABLE ASSESSED VALUES HAVE GROWN OVER THE LAST 10 YEARS. SOME REVENUE HIGHLIGHTS. SALES TAX CONTINUES TO BE STRONG. WE HAVE GOT ABOUT 16% INCREASE OVER THE BUDGETED AMOUNT FROM LAST YEAR. WITH CAUTION, WE ARE KEEPING TRACK THAT THERE ARE A COUPLE OF LARGE CONSTRUCTION PROJECTS THAT ARE CURRENTLY KIND OF BOLSTERING UP OUR SALES TAX. SO FOR PEOPLE WATCHING THOSE, JUST TO BE MINDFUL THAT WHEN THOSE CONSTRUCTION PROJECTS FINISHED TO MAKE SURE WE ARE STILL IN A GOOD POSITION AS FAR AS OUR ESTIMATES. BUILDING RELATED AVENUE REVENUE IS SLIGHTLY LOWER THAN IT WAS ON OUR TAX SIDE LAST YEAR BUT WE ARE ALSO OUT OF OUR BUDGET NUMBERS .

THUS THE PROPOSED BUDGET HAS AN 11% INCREASE OVER LAST YEAR.

ELECTRIC FRANCHISE OBVIOUSLY WE HAVE MORE METERS SO THAT NUMBER HAS GONE UP. SO WE HAVE ABOUT A 7% INCREASE. OUR FINES AND FORFEITURES HAVE SUBSTANTIALLY INCREASED THIS YEAR IN THIS CATEGORY SO WE HAVE A BETTER 47% INCREASE IN THAT RIGHT.

PICTURE OF OUR NEW PUBLIC SAFETY BUILDING. THIS IS JUST A REVENUE HISTORY FOR THE GENERAL FUND. YOU CAN SEE IT IS A LITTLE OVER 10% INCREASE OVER WHAT THE AMENDED BUDGET WAS FOR 23-24, SO THAT IS HOW OUR TOTAL REVENUE AND YOU CAN SEE THIS KIND OF UP AND DOWN. SOME OF THESE THINGS HAVE SOME ONE-TIME ANOMALIES IN THE PERIOD FROM 1819 TO 1920, IN 1890, WE HAD A BIG REIMBURSEMENT ON AN NBA PROJECT THAT FLOW THROUGH SO THAT IS WHY YOU SEE SOME OF THESE DIPS OCCASIONALLY.

REVENUE, JUST LOOKING AT THE LAST TWO YEARS GETTING A 10% INCREASE IN REVENUE. THIS IS JUST BREAKING IT DOWN BY DIFFERENT CATEGORIES SO YOU CAN SEE THE TAXES, LICENSES, PERMITS, ET CETERA. REVENUE CATEGORIES. MOST OF THEM ARE INCREASES. WE HAVE A SMALL DECREASE IN OTHER REVENUES, BUT THIS JUST LOOKS BY CATEGORY. SAME THING WITH EXPENDITURES HERE. WE HAVE ABOUT A 5.6 INCREASE IN EXPENDITURES OVER THE PREVIOUS BUDGET. THIS DOES INCLUDE ALL OF THE PROPOSED SUPPLEMENTAL THAT WE ARE LOOKING FOR IN THIS BUDGET THAT INCLUDES PERSONNEL, EQUIPMENT, ET CETERA THAT ARE NEW COMPARED TO THE PREVIOUS YEAR BUDGET. THIS IS JUST A LOOK AT BY CATEGORY LOOKING AT 23/24 VERSUS 23/25. OUR BIGGEST CATEGORY OF EXPENDITURE IS PERSONNEL. YOU CAN SEE IT IS A LITTLE OVER 11% INCREASE. KEEP IN MIND THAT THE BIG DROP IN CAPITAL, YOU SEE THAT 47%, WE PULLED OUT. WE HAD A LARGE STREET REHAB PROGRAM LAST YEAR. WE ARE LOOKING TO DO SOME OF THAT THERE TAX THIS YEAR SO IT IS NOT IN THAT NUMBER AND

ACTUALLY BEING PROPOSED A TAX NOTE TO DO SOME OF THE ADDITIONAL STREET REHAB PROJECTS THAT WE WANTED TO DO THIS YEAR. SOME OF THE SPECIFIC PROGRAM PRIORITIES. THESE ARE ADMINISTRATIVE DEPARTMENTS. WE ARE LOOKING AT THESE PARTICULAR PERSONNEL ASSISTANT TO THE CITY MANAGER COMMUNICATIONS AND MARKETING COORDINATOR. RISK MANAGER AND AR HR SENIOR ACCOUNT. AND A LIBRARY PAGE PART-TIME FOR THE NEW LIBRARY.

LOOKING AT PUBLIC WORKS. WE TALKED ABOUT THE ROTARY HAVE A LITTLE BIT. ALMOST $2.7 MILLION. WE ALSO HAVE $22,000 FOR NEW AND REBUILT SIDEWALKS. JUST THE MAINTENANCE IS A HALF-MILLION DOLLARS. WE TALKED ABOUT THE EMPLOYEE RETENTION AND RECRUITMENT. WE ARE LOOKING TO CONTINUE OUR STAFF INCREASES FROM PUBLIC SAFETY FROM 4%. FOR NONPUBLIC SAFETY FOR 4% AND WE HAVE 2% THE COST OF LIVING AND IF YOU SALARY RANGE ADJUSTMENT TO KEEP PACE WITH WHAT WE ARE SEEING IN THE MARKET. PUBLIC SAFETY . WE ARE ANTICIPATING THE OPENING OF THE NEW BUILDING SO WE DO HAVE PUBLIC SAFETY OFFICER VISIONS POSITIONS TO WATCH OVER THE JAIL AND OTHER FUNCTIONS INSIDE THE BUILDING.

WE ARE LOOKING FOR NEW CUSTODIANS FOR THE FACILITY WHICH WE ARE ALSO GOING TO SHARE WITH THE CITY HALL THAT IS OPENING . LOOKING TO DO BODY CAMERAS WHICH WE CURRENTLY DON'T DEPLOY FOR OUR COMMUNITY SERVICES STAFF BECAUSE THEY ARE INTERACTING WITH THE PUBLIC BUT LOOKING TO DO THAT. ADDING THREE NEW FIREFIGHTERS AND THEN TWO TELE COMMUNICATORS IN OUR DISPATCH SIDE. PARKS AND REC PROGRAM. FROM JC PARK IMPROVEMENTS SPECIFICALLY DUGOUTS IN THE FENCE REPAIRS OR REPLACEMENTS IN SOME CASE. ADDING ON TO THE MAINTENANCE BUILDING. PLAYGROUND REPLACEMENT AT HAWKINS SPRING.

THE PARKING LOT. SOME OF THIS IS ADDITIONAL AT HAWKINS SPRINGS AND FOR HAWKINS PARK. AND WE HAVE PARKING HANDS INCLUDING MAINTENANCE WORKERS AND SOME TRACTOR EQUIPMENT AND A VEHICLE. I.T. WE ARE ADDING NEW POSITIONS IN I.T. THE OPERATIONS MANAGER CONTINUING WITH ALL OF OUR SERVICE SWITCHES DATASTORE EXPENSES. EXTENDING OUR FIBER OPTIC NETWORKS AND SOME UPGRADES TO SOME OF OUR EXISTING PLATFORMS AND THEN LOOKING AT A CONTRACT ON SECURITY SERVICES WHICH WOULD BE A 24/7 OPERATION THAT CAN HELP MONITOR OUR SYSTEMS

FOR SECURITY ISSUES. >> WE JUMP NOW TO THE UTILITY FUND AND GET ABOUT IT 3% INCREASE IN REVENUE THIS YEAR OVER WHAT WAS ADOPTED THE PREVIOUS YEAR. EXPENDITURES IS ABOUT 13%. WE SEE THIS IS VERY VOLATILE ON THE EXPENDITURE SIDE. SO KEEP IN MIND CASH FUND A LOT OF OUR PROJECTS. YOU GET INTO THE WATER TREATMENT PLANT EXPANSION. SO, OBVIOUSLY THAT SPIKES THE EXPENDITURE APPEARED TO USE SOME OF THAT FUND BALANCE TO BRING THAT DOWN. THIS YEAR WE DO HAVE SOME LARGE ONE-TIME THING THAT WE'RE LOOKING AT DOING AS WELL AND GOING TO LOOK AT THAT LIST HERE IN A MINUTE. AND HERE IS THAT LIST. YOU LOOK AT OUR NORMAL TOP TWO LINES ARE OUR NORMAL REPLACEMENTS FOR DISTRIBUTION AND COLLECTION SYSTEM. THE LOOP PRESS. AND AS A FOLLOW-UP, WE HAVE BEEN EXPANDING OUR AUGER WATER TREATMENT PLAN. THE WORD ROAD HAS BEEN TORN UP SO WE WANT TO EXPAND THAT. WHAT IF YOU PERSONNEL IN THE UTILITY FUND BUDGET. WE HAVE GOT A LOT OF FRANCHISE UTILITIES THAT ARE OUT AND DIGGING OPENING OUR ROADWAYS WHETHER IT BE SEWER WATER LINES THAT HIT THE HOLES SO WE WON'T SOMEONE LINING TO EXPECT THAT. THEN WE HAVE GOT SOME MAINTENANCE WORKERS OPERATORS OF THE PLAN HOPING OUR BILLING AND METERING METER READING FUNCTIONS.
