>> ALL RIGHT. CHAIR, COMMISSIONERS, WE HAVE THREE ITEMS AT THE LAST COUNCIL MEETING OF THE MID-PARK GENERAL PROFESSIONAL OFFICES. THEY ADDED THE ONE ACRE STRIP TO THE NORTH AND THE BANK AND FINANCIAL INSTITUTION, YOU RECOMMENDED APPROVAL. COUNCIL MEMBERS ASKED FOR ANOTHER DETAIL BECAUSE THEY HAD TWO DIFFERENT TYPE OF DUMPSTERS AND THEY WANTED TO BE INCLUSIVE AND HAVE BOTH ON THERE. WAS THE ONLY CHANGE. AND THEN TWIN OAKS, IT WAS A REQUEST INAUDIBLE ] AND THAT WAS APPROVED BY YOU AND COUNCIL UNANIMOUSLY, NO CHANGES. THE TEXT AMENDMENT, YOU RECOMMENDED THAT WE ADDRESS THE CARETAKER OPTION FOR THE SECONDARY DWELLING AND WE ADDED LANGUAGE FOR THAT. COUNCIL DID NOT MAKE ANY OTHER CHANGES. MENTIONED THIS IS A PD AMENDMENT REQUEST WHICH COMES FROM A LOCAL BUILDER IN OUR COMMUNITY. WHAT THEY ARE ASKING TO DO IS TO REPLACE JUST THE SITE PLAN EXHIBIT AT THE END OF THE ALREADY APPROVED ORDINANCE OF PD 127. THE PD ALLOWS FOR 65% FRONT ENTRY. I WANT TO REITERATE THAT THEY ARE NOT ASKING TO CHANGE THE PERCENTAGE AT ALL, THEY ARE JUST ASKING TO CHANGE THE SITE PLAN. HERE IS A LOCATION OF WHERE WALNUT GROVE IS LOCATED. THE ORDINANCE WAS APPROVED IN FEBRUARY OF 2020.

THIS IS THE CURRENT SITE PLAN THAT IS ATTACHED TO THE ORDINANCE. AS YOU SEE THERE ARE LITTLE STARS ON CERTAIN LOTS, SOME ARE FILLED IN, SOME ARE NOT. THIS DENOTES AND TELLS US WHEN WE LOOK AT PERMITS WHETHER OR NOT THE LOT NEEDS TO SPECIFICALLY BE A J SWING OR SLIDE. ANYTHING THAT DOES NOT HAVE A STAR CAN BE A FRONT ENTRY. WHAT THE REQUEST IS IS TO REMOVE THE STARS. THEY WILL REMOVE , THEY WILL REMAIN WITHIN THE 65% FRONT ENTRY, THEY JUST DON'T WANT THE DESIGNATION OF SPECIFIC LOTS FOR SPECIFIC GARAGE ORIENTATIONS. THE REASON OF THAT IS BECAUSE THESE LOTS, EVEN THOUGH THEY ARE DESIGNATED TO BE A CERTAIN GARAGE ORIENTATION, THEY WERE NOT NECESSARILY DESIGNED IN THE CIVIL STAGE FOR THAT GARAGE ORIENTATION. THESE ARE JUST SOME EXAMPLES THAT WERE PROVIDED. YOU SEE IN THE FIRST PICTURE THERE IS A STORM INLET THAT IS PREVENTING THE SIDE ENTRY OF THAT SPECIFIC LOT. MOVING THE DRIVEWAY CLOSER WOULD MOVE THE HIM HIM TO THE INTERSECTION. YOU CAN SEE IN THE BOTTOM PICTURE HERE, THAT WAS DESIGNATED A SIDE ENTRY LOT. AS YOU SEE THE TRUCK IS PARKED OUTSIDE OF THE GARAGE BLOCKING THE PEDESTRIAN ACCESS THROUGH THE SIDEWALK. IN VEHICLES BASICALLY PARKING ON THE SIDEWALK. AGAIN, HERE IS A LOT THAT IS DESIGNED BUT NOT DESIGNATED FOR A SIDE ENTRY. SO THERE WERE TWO PLANNED DEVELOPMENTS DURING 2020 THAT WERE GIVEN THE SITE PLAN ON THE BACKEND WITH THE STARS IN IT.

AND ONE OF THEM WAS THE ROAD PHASE 5 AND ONE OF THEM WAS THIS PD. THERE IS NO OTHER PD THAT HAS THIS EXACT DENOTATION OF THE GARAGE ORIENTATION. THE PHASE 5 IS ALMOST BUILT OUT AND BUILDERS DID THAT BY SOMETHING LIKE THIS, CREATING DROPPED GARAGES. THEY HAVE SEEN THE MARKET IS NOT GREAT FOR THAT.

SO AGAIN, ALL THEY ARE ASKING TO DO IS JUST TO REMOVE THE STARS, REMOVE THE DESIGNATION FOR SPECIFIC LOTS, STILL REMAIN WITHIN 65%. STAFF RECOMMENDS APPROVAL BECAUSE THEY ARE NOT ASKING TO CHANGE THE PERCENT. IT WOULD MAKE THE PD SIMILAR TO MANY OTHERS WE HAVE. THERE IS ONLY ONE OTHER PD THAT HAS A SITE PLAN LIKE THIS. AND IT WOULD ASSIST IN ASSURING SITE PLANS ARE NOT DELAYED. THERE HAVE BEEN SEVERAL WHERE WE HAVE HAD TO WORK WITH BUILDERS TO GET THEM ON THE RIGHT LOTS WITH THE BRIGHT GARAGE ORIENTATION. WE SENT OUT 205 PROPERTY OWNER NOTIFICATIONS. IN THE INSTANCE WE NOTIFIED EVERYONE WHO OWNS AROUND SOUTH WALNUT GROVE ROAD AND 200 FOOT AROUND. WE HAVE NO LETTERS OF FAVOR OR OPPOSITION. AND I WILL STAND FOR QUESTIONS, THE APPLICANT IS HERE AS WELL.

I LIVE IN EULESS, TEXAS. STAFF DID A VERY THOROUGH PRESENTATION. I THINK THE ONLY THING THAT I MIGHT ADD IS IN THE APPLICANT STATEMENT I BELIEVE WAS DIVIDED TO YOU IN YOUR PACKET, WE MENTIONED SOME OF OUR OTHER SUBDIVISIONS THAT WE HAVE DEVELOPED WITHIN THE COMMUNITY. AS YOU CAN SEE WE HAVE EXCEEDED THE 35%. IN FACT IN PARKSIDE NORTH WE HAVE 38%, 43% IN THE GROVE, AND 46% OF THE WIND RIDGE HOMES THAT HAVE BEEN SOLD HAVE BEEN SIDE ENTRY OR J SWING.
