A GREAT COMMUNITY ENVIRONMENT, IF YOU HAVE EVER BEEN OUT, BUT A LOT OF PEOPLE DON'T THINK, BECAUSE THEY ARE OUTSIDE OF OUR CITY LIMITS, IS THE IMPACT THEY HAVE ON OUR LOCAL BUSINESSES HERE IN TOWN. SO, THEY SUPPLY, I BELIEVE, THE VAST MAJORITY OF RESTAURANTS HERE IN THE AREA. ANYWAY, THERE WAS AN EVENT PUT TOGETHER TO SUPPORT THEM AND TO ENSURE THAT THEY ARE ABLE TO CONTINUE TO SUPPLY OUR LOCAL ESTABLISHMENTS HERE AND IT WAS REALLY WELL ATTENDED , AND I JUST WANTED TO THANK THE COMMUNITY FOR COMING AROUND FOR A REALLY GREAT CAUSE, FOR A [00:05:03] VERY IMPACTFUL, LOCAL BUSINESS. THEY ARE ASKING TO REPLACE AN EXISTING SITE PLAN THAT IS ATTACHED TO THAT DEVELOPMENT WITH A NEW ONE. THE ONLY DIFFERENCE BETWEEN THEM IS THE FIRST ONE HAS A SPECIFIC DENOTATION OF GARAGE ORIENTATIONS FOR SPECIFIC LOTS. THERE ARE NO OTHER CHANGES. IT WAS ORIGINALLY APPROVED WITH A 65% ENTRY, ALLOWED IN FEBRUARY OF 2020. PLEASE KNOW THE APPLICANT IS NOT ASKING TO CHANGE THAT PERCENTAGE AND WILL PROBABLY VERY LIKELY COME IN UNDER THAT PERCENTAGE, THE WAY IT IS CURRENTLY. THIS IS JUST A VISUAL OF THE SITE PLAN THAT IS CURRENT WITH THE ORDINANCE. AS YOU CAN SEE, THERE ARE STARS ON THE SITE PLAN. THE ONES THAT ARE NOT FILLED IN OUR -- THEY ARE NOTING AN ADJACENT GARAGE. THE ONES THAT ARE FILLED IN OUR DENOTING A SIDE ENTRY. THE PROBLEM THAT WE HAVE WITH THIS IS THAT DURING PERMITTING , IT [00:10:02] WAS MADE VERY CLEAR THAT ALTHOUGH THESE LOTS WERE DESIGNATED FOR SPECIFIC GARAGE ENTRIES, THEY WERE NOT DESIGNED FOR SUCH. TWO PLANNED DEVELOPMENTS WERE -- TWO PLANNED DEVELOPMENTS HAVE THIS TYPE OF DENOTATION. AS WELL AS THIS ONE, VILLAGES, WALNUT GROVE. THIS IS THE PROPOSED SITE PLAN. AS YOU CAN SEE, THERE ARE NO DIFFERENCES EXCEPT FOR THE REMOVAL OF THE STARS. IN PHASE FIVE, AS WELL AS WITH VILLAGES, WE TRY TO WORK WITH BUILDERS THE BEST WE COULD IN DOING THINGS LIKE DROPPED GARAGES, WHICH IS NOT GREAT . AS YOU CAN SEE, IN THIS INSTANCE UP HERE, THERE WAS A STORM INLET THAT WAS PREVENTING A SIDE ENTRY ON THAT LOT. THIS LOT HERE WAS DESIGNED FOR , TRULY, A FRONT ENTRY GARAGE. SOME OF THESE SIDE ENTRIES, THEY WENT AHEAD AND BUILD, BUT IT'S CAUSING LARGER TRUCKS TO BE PARKED ON THE SIDEWALKS BECAUSE OF THE SIDE YARD SETBACK, AND THERE IS A PICTURE OF THE DROPPED GARAGE AS WELL. STAFF IS RECOMMENDING APPROVAL OF THIS AMENDMENT. WE BELIEVE IT IS WITH THE INTENT OF THE ORDINANCE, MEETING THE 65% FRONT ENTRY. THIS WOULD MAKE THIS PD VERY SIMILAR TO ALL OF THE OTHER PB'S WE HAVE, BESIDES THE ONE IN GROVE PHASE FIVE. IT WILL ENSURE THE BUILDING PERMITS ARE NOT DELAYED AND WE DID SEND OUT 205 PROPERTY OWNER NOTIFICATIONS THAT INCLUDED THE ENTIRE VILLAGES AND A 200 FOOT BUFFER AROUND THAT, AND WE HAD NO OPPOSITION. THE SECOND ONE WAS ON JULY 30TH, 2024, AND WE HAD A THIRD BUDGET WORKSHOP ON AUGUST 3RD, 2024 AND THEN THE PROPOSED TAX RATE , AND A RECORD VOTE WERE TAKEN ON AUGUST 13TH, 2024, AND THE FIRST PUBLIC HEARING WAS HELD ON AUGUST THE 27TH, 2024. THE PUBLIC HEARINGS WERE ANNOUNCED AT THE AUGUST 27TH MEETING , AND PUBLISHED IN THE DAILY NEWS , ACCORDING TO REQUIREMENTS ON AUGUST 11TH AND AUGUST 18TH, AND THEY ARE STILL CURRENTLY POSTED ON THE CITY WEBSITE. THE IMPACT OF THE TAX RATE AT $0.65, WHICH IS CONSISTENT WITH THE OVERALL TAX RATE THAT WE HAD FOR THE PREVIOUS YEAR IS, .343 82 PER HUNDRED DOLLAR VALUATION . .6118 . THAT NO NEW REVENUE TAX RATE IS ONE THAT ENABLES THE PUBLIC TO EVALUATE THE RELATIONSHIP BETWEEN THE TAXES FOR THE PRIOR YEAR AND CURRENT YEAR, SO IT'S BASED ON A TAX RATE THAT WOULD CHOOSE THE SAME AMOUNT, IF APPLIED TO THE SAME PROPERTY TAX FOR THE PRIOR YEAR. THE VOTER APPROVAL RATE IS THE MAXIMUM RATE ALLOWED BY LAW WITHOUT HAVING TO GO OUT FOR AN ELECTION , AND SO THAT CALCULATION SPLITS THE VOTERS INTO TWO COMPONENTS. THE NO NEW REVENUE AND OPERATION PEACE, AND THE DEBT SERVICE , AND AGAIN, THE DEBT SERVICE IS [00:20:04] SOMETHING THAT IS NOT AFFECTED BY THE VOTER RATE. IT IS WHAT COVERS THE DEBT SERVICE FOR THE NEXT FISCAL YEAR.
