AS YOU CAN SEE FROM LOOKING AT THE CITY'S ANNUAL COMPREHENSIVE FINANCIAL REPORT, THERE IS OVER ABOUT 120 PAGES OF INFORMATION IN THIS REPORT AND THAT HAS TO BE PREPARED WHILE WE ARE ASKING THEM FOR DOCUMENTATION AND ASK QUESTIONS AND THEY REALLY DID A FANTASTIC JOB OF PROVIDING US ALL THE INFORMATION THAT WE NEEDED IN ORDER TO COMPLETE OUR AUDIT. WHAT I WOULD LIKE TO DO TONIGHT IS TO JUST BRIEFLY GO OVER THE RESULTS OF THE AUDIT THAT ARE CONTAINED IN 3 SEPARATE REPORTS AND THEN IF ANYONE HAS ANY QUESTIONS, I'D BE HAPPY TO ANSWER THOSE. THE INDEPENDENT AUDITOR'S REPORT IS ON PAGE 1 AND WHAT THIS REPORT BASICALLY SAY IS THAT THE PREPARATION OF THESE FINANCIAL STATEMENT IS THE RESPONSIBILITY OF THE CITY. IT IS OUR RESPONSIBILITY AS YOUR AUDITORS TO EXPRESS AN OPINION ON THE FINANCIAL STATEMENTS. WE CAN ASSIST THE CITY WITH THE PREPARATION AND WE DO WITH ALMOST ALL OF OUR CLIENTS BUT ULTIMATELY, THE CITY TAKES RESPONSIBILITY FOR THE PREPARATION AND EXPRESS AN OPINION. THE 2ND PART OF THIS REPORT DEALS WITH COMPLIANCE, IT'S ON PAGE AND WHAT WE ARE TALKING ABOUT HERE IS COMPLIANCE WITH LAWS, REGULATIONS , CONTRACTS AND GRANTS. ITEMS THAT WE BELIEVE IF WE WERE TO IDENTIFY NONCOMPLIANCE, THEY COULD HAVE A MATERIAL IMPACT ON YOUR FINANCIAL STATEMENTS. USUALLY, THOSE TYPE OF THINGS WOULD BE SOMETHING THAT WOULD CREATE A LIABILITY IN YOUR FINANCIAL STATEMENTS. FOR EXAMPLE, IF WE WERE TESTING GRANTS AND WE QUESTION WHETHER OR NOT SOME CHARGES THAT HAD BEEN CHARGED TO THAT GRANT WERE ALLOWABLE, YOU MIGHT HAVE TO PAY THAT MONEY BACK. THAT WOULD BE SOMETHING THAT WOULD QUALIFY AS REQUIRING TO BE REPORTED HERE AND AS YOU CAN SEE IN THE LAST SENTENCE OF THE FIRST PARAGRAPH, THEY ARE ON PAGE 2. THE RESULTS OF OUR TESTS DISCLOSED NO INSTANCES OF NONCOMPLIANCE THAT ARE REQUIRED TO BE REPORTED. FROM A RESULTS OF THE AUDIT STANDPOINT, YOU'VE GOT EXACTLY WHAT YOU ARE SHOOTING FOR.
YOU'VE GOT A CLEAN OPINION ON YOUR FINANCIAL STATEMENTS. THERE WERE NO SIGNIFICANT DEFICIENCIES IDENTIFIED WITH RESPECT YOUR INTERNAL CONTROLS OVER THE FINANCIAL REPORTING PROCESS AND THERE WERE NO INSTANCES OF NONCOMPLIANCE THAT ARE REQUIRED TO BE REPORTED UNDER GOVERNMENT AUDITING STANDARDS. I WOULD LIKE TO TAKE JUST A COUPLE MINUTES AND GO OVER A COUPLE OF OTHER ITEMS THAT ARE INCLUDED IN THE 3RD DOCUMENT THAT YOU HAVE AND ALL THIS DOCUMENT CONTAINS MATTERS THAT ARE REQUIRED TO BE COMMUNICATED TO A GOVERNING BODY ANYTIME YOU UNDERGO.
THE AUDIT PROCESS. A NUMBER OF THESE THINGS I HAVE ALREADY TALKED ABOUT WHEN I WAS GOING OVER THE OPINION LETTERS. A COUPLE OF ITEMS THAT I WOULD LIKE TO POINT OUT TO GO ON PAGE 2, AS WE OFTEN GET QUESTIONS OVER THIS ON PAGE 2, SOMEWHERE NEAR THE TOP, YOU WILL SEE SIGNIFICANT RISK CONSIDER AND I WANT TO POINT OUT THAT WHAT THESE ARE BECAUSE SOME PEOPLE SEE THIS AND THEY THINK MAYBE THAT'S INDICATIVE OF AN ISSUE BUT ALL OF SIGNIFICANT RISK IS A RISK WHEN WE ARE IN THE PLANNING STAGE OF OUR AUDIT. WERE WE BELIEVE THAT THERE COULD BE SOME ISSUES THAT WOULD CAUSE A MATERIAL MISSTATEMENT. FOR EXAMPLE, THE FIRST RISK THEIR MANAGEMENT OVER OUT OF CONTROLS, THAT'S ACTUALLY IN THE STANDARDS

DEBT ISSUANCE IS ANOTHER COMMON RISK THAT CAN BE COMPLEX WITH LOCAL GOVERNMENTS BECAUSE WE ACTUALLY HAVE 2 SETS OF FINANCIAL IN THEIR WITH 2 SEPARATE BASIS OF ACCOUNTING AND THEN LASTLY COMPENSATED ABSENCES. THERE WAS A NEW GATSBY STANDARD THIS YEAR THAT HAD TO BE IMPLEMENTED.THAT IS LIKELY CHANGE THE WAY THAT COMPENSATED ABSENCES ARE ACCOUNTED FOR NONE OF THIS ISSUES ARE SIGNIFICANT RISK ENDED UP BEING ANY ISSUES OR DEFICIENCIES IN ANY WAY.I CONGRATULATE THE CITY ON THE QUEEN RESULT OF THE AUDIT. $8,000,000. >> GOOD EVENING, MAYOR AND COUNCIL.I AM COMING BEFORE YOU AS A FOLLOW-UP ITEM THAT WAS BROUGHT FORWARD BY MIDLOTHIAN ECONOMIC DEVELOPMENT. A LITTLE BIT OF BACKGROUND FOR THIS ITEM. I HAVE OVER 5 YEARS AGO WHEN MIDLOTHIAN ECONOMIC DEVELOPMENT SET OUT OUR STRATEGIC PLAN. WE IDENTIFIED THE PRIORITIES THAT WE WANTED TO DIRECT OUR EFFORTS AND OUR FUNDING TOWARDS DOWNTOWN AS A HIGH PRIORITY FOR THE ECONOMIC DEVELOPMENT BOARD. ONE OF THE KEY PIECES FOR OUR PARTICIPATION IN DOWNTOWN WAS TO BUILD UPON THE CITY'S DOWNTOWN MASTER PLAN THAT HAD JUST BEEN APPROVED AT THE TIME.
THAT PLAN IDENTIFIED MULTIPLE CATALYST PROJECT THAT WE HAVE ALLOCATED OUR FUNDS AND THAT THE BOARD HAS FOUND TO PROMOTE ME OVER EXPANDED BUSINESS AND ALIGNED WITH STATE LAWAND INITIATIVE AND THEIR EFFORT TO PROMOTE ECONOMIC DEVELOPMENT WITHIN THE CITY.
THIS PROJECT SUCH AS MULTIPLE OF THOSE PROJECT AND ULTIMATELY, WE ARE BRINGING FORWARD AN AGREEMENT THAT MIDLOTHIAN ECONOMIC DEVELOPMENT GOOD FOREWORD $8 MILLION WORTH OF INFRASTRUCTURE IMPROVEMENT FUNDING THAT COULD GO TOWARDS HERITAGE PARK. THE AGREEMENT LAYS OUT THE SCHEDULE THAT ENSURES THAT WE ARE STILL ABLE TO TAKE ON ALL OF THE OTHER PRIORITIES THAT OUR ENTITY IS WORKING ON AND IT ALLOWS FOR THE INFRASTRUCTURE IMPROVEMENT TO BE CONSTRUCTED TO SAY THAT WITH HERITAGE PARK AND ALL OF THAT IS LAID OUT IN THE AGREEMENT. ECONOMIC DEVELOPMENT BOARD MET ON FEBRUARY 9 AND THIS ITEM PASSED TO ZERO. ONE ITEM OF NOTE THAT WE WANT THE COUNCIL TO BE AWARE ALL IN THE EVENT THAT THIS IS APPROVED, WE WILL COME BACK AT A LATER DATE TO ACTUALLY TRANSFER THE FUNDS THAT WOULD BE ELIGIBLE FOR THIS CURRENT FISCAL YEAR AND THAT WILL BE DONE AT A LATER TIME IN CONNECTION WITH SOME OTHER FUNDS THAT NEED TO BE ADJUSTED.
