WE HAVE A FULL COUNCIL AND I CALL THE COUNCIL TO ORDER.

BEFORE OUR INVOCATION AND PLEDGES, I WOULD LIKE TO READ SOMETHING. TONIGHT I WOULD LIKE TO SAY A FEW WORDS IN MEMORY OF WILLIAM HOLLOBOND WHO PASSED AWAY EARLIER THIS WEEK. HE WAS ELECTED 22 THREE YEAR TERMS TO THE MIDLOTHIAN CITY COUNCIL AND SERVED FROM 1998 TO 2004. HE WAS BORN AUGUST 6, 1948.

A LIFELONG RESIDENT OF MIDLOTHIAN, WILLIAM MARRIED HIS HIGH SCHOOL SWEETHEART ON APRIL 10, 1971.

WILLIAM HAS TWO DAUGHTERS AS WELL AS SIX GRAND KIDS.

VISITATION WILL BE TOMORROW, JUNE 24TH, AT THE MIDLOTHIAN FUNERAL HOME FROM 6:00 TO 8:00 P.M. THE FUNERAL SERVICES WILL BE HELD ON FRIDAY, JUNE 25TH AT 1:00 P.M. IN THE MIDLOTHIAN CHURCH OF CHRIST. PLEASE NOTE THAT THE OCCUPANCY OF THE CHURCH IS LIMITED TO 90 PEOPLE.

ON BEHALF OF THE MIDLOTHIAN CITY COUNCIL I OFFER MY CONDOLENCES TO HIS WIFE, HIS DAUGHTERS, HIS SISTER JUDY, AND THE REST OF THE FAMILY. MAY YOU FIND COMFORT IN THIS TIME IN YOUR LORD, JESUS CHRIST. COUNCILMAN MIKE ROGERS WILL OPEN US IN INVOCATION AND THE PLEDGES.

WE ASK LORD THAT YOU WOULD BE WITH OUR COUNTRY AND OUR LEADERSHIP AT THIS TIME, ALL PORTIONS OF GOVERNMENT, FEDERAL, STATE, AND LOCAL AS MANY DECISIONS GO ON WITHIN A COUNTRY THAT HAS A LOT OF ISSUES AT HAND THAT NEED TO BE DEALT WITH FRONT AND FORWARD. WE ASK LORD THAT YOU WOULD BE WITH OUR FIRST RESPONDERS AS THEY ARE FRONT AND CENTER AMONGST A LOT OF THOSE SITUATIONS EACH AND EVERY DAY.

WE ASK YOU WOULD BE WITH OUR GREAT CITY AS IT GROWS THAT WE WOULD ALWAYS MAKE DECISIONS THAT WOULD BE IN THE BEST INTEREST OF ALL OF OUR CITIZENS IN GENERAL AND NOT ANY SPECIAL INTEREST GROUPS OR ANY SPECIAL SITUATIONS.

LORD, WE ALSO DEFINITELY WOULD ASK PRAYER FOR OUR LOCAL SPIRITUAL LEADERS THAT YOU WOULD BENEFIT THEM AND OFFER THEM IN WAYS TO HELP INFLUENCE IN OUR COUNTRY AT THE LOCAL LEVELS ESPECIALLY WITHIN WHAT YOU KNOW IS BEST FOR OUR COUNTRY.

AND OUR COMMUNITY, I WANTED TO SEE WHO'S ALL FROM LAWSON FARMS HERE, CAN YOU RAISE YOUR HANDS? THANK YOU.

SO OUR COMMUNITY HAS A VERY VESTED INTEREST IN GETTING THE PHASE TWO COMMUNITY PARK COMPLETED.

WE ARE ALL BEHIND THE PROPOSAL OF THE 14 MILLION THAT'S ALREADY THERE AND ADDING AN ADDITIONAL 5 MILLION IN SALES TAX.

I THINK YOU ALL SHOULD HAVE A PETITION THAT WE HAVE THAT HAS ABOUT 283 RESIDENTS THAT HAVE SIGNED IN SUPPORT OF BUILDING COMMUNITY PHASE TWO, PLUS FOUR, SO 287 AS OF TODAY.

WHAT'S ALSO IMPORTANT TO US IS I KNOW WE ARE TALKING ABOUT MONEY BUT ONE OF THE THINGS I WANTED TO TALK ABOUT IS MORE ABOUT THE CHILDREN AND ABOUT THE IMPORTANCE OF THE COMMUNITY PARK. FOR US IN OUR COMMUNITY AND OTHERS IN MIDLOTHIAN, WHAT WE FOUND IS IMPORTANT IS THAT THIS PARK IS A GREAT OPPORTUNITY TO NOT ONLY FOCUS ON PLACES FOR PEOPLE TO PLAY BUT IT'S MORE THAN THAT.

I WORK AT A MENTAL HEALTH ORGANIZATION.

AND SO WHAT I SEE A COMMUNITY PARK BRINGS IS THE MENTAL HEALTH ASPECT OF IT FOR NOT ONLY THE CITIZENS OF MIDLOTHIAN BUT MOST IMPORTANT THE CHILDREN. IN ADDITION TO IT WE ALL KNOW WHAT'S GOING ON IN TODAY'S SOCIETY AND THERE'S MORE OPPORTUNITIES FOR CHILDREN TO HAVE MORE ENGAGEMENT WITH DIVERSITY AND OPPORTUNITIES IN PLAYING SPORTS OR ACTIVITIES OR WHATEVER ELSE THEY WISH TO DO, I THINK THIS WILL BE A GREAT BENEFIT FOR THIS CITY WHICH IS MORE IMPORTANT TO ME THAN ANYTHING ELSE. AND NIKKI WILL SHARE SOME OF HER

TESTIMONY WITH THE RESIDENTS. >> HI.

AS I WAS WALKING AROUND AND TALKING TO MY NEIGHBORS NOT ONLY DID I TALK TO THE NEIGHBORS BUT I TALKED TO THE KIDS.

AND IF YOU LOOK AT ONE OF THE PAPERS, A KID SIGNED IT.

HE WANTED TO SIGN IT TO SHOW HIS SUPPORT.

THEY TOLD ME THEY WANTED A BIG SPLASH PAD BECAUSE THAT'S WHAT THEY WERE TOLD THEY WERE GOING TO GET.

AND THEY WANT THIS PARK SO BAD THAT IT'S REALLY SAD THAT WE'RE STARING AT A PILE OF DIRT BECAUSE THEY CAN'T PLAY IN IT.

PUBLIC HEARING, I OPEN ITEM 2020-200, CONDUCT A PUBLIC HEARING AND CONSIDER AN ACT UPON AN ORDNANCE SUBMITTED IN THE CITY OF MIDLOTHIAN'S COMPREHENSIVE PLAN BY PROVING THE ADOPTION OF THE 2020 DOWNTOWN PLAN.

>> THANK YOU, MAYOR, COUNCIL. I'LL GO THROUGH ABOUT 48 SLIDES HERE AND WE DID SEE THIS AT THE LAST MEETING AS AN INFORMATIONAL ITEM ONLY. THIS TIME IT WILL BE ACTION.

THERE WON'T BE 45 SLIDES, I JUST HAVE ABOUT 17 OR SO.

BUT THIS IS THE DOWNTOWN PLAN. WE KICKED THAT OFF APRIL 19, 2019, WITH A WALK THROUGH. THIS STEM FROM THE 2018 COMPREHENSIVE PLAN. ONE OF THE MAINLAND USE ITEMS IN THERE WAS TO CREATE A DOWNTOWN MASTER PLAN.

SO WE HIRED FREEZE AND NICKELS WHO FINISHED OUR COMP PLAN AND THEY DELVED INTO IT. WE'VE HAD OVER TEN MEETINGS,

STAKEHOLDER MEETINGS DOWNTOWN MASTER PLAN ADVISORY COMMITTEE MEETINGS WHICH THE MAJORITY OF YOU WERE ON.

WE HAD PUBLIC MEETINGS, WE HAD ONLINE MEETINGS, AND THEN IT WAS ALL CULMINATED WITH A PUBLIC OPEN HOUSE WHERE WE CONTACTED EVERYBODY WITHIN THE BOUNDARY OF THIS AND INVITED THEM PUBLICLY INTO CITY HALL TO TAKE A LOOK AT IT.

SO THESE ARE THE INPUT THAT WE GOT AND THE VISION THAT WE CAME UP WITH WAS THE DOWNTOWN PLAN IS INTENDED TO PROVIDE AN OVERALL STRATEGY AND GUIDELINES FOR THE AREA.

INCLUDES A DESIGN OF STREETS, PUBLIC SPACES, AND BUILDING STRATEGIES. THE ULTIMATE GOAL IS TO PRESENT AN INNOVATIVE YET REALISTIC STRATEGY FOR STRENGTHENING DOWNTOWN MIDLOTHIAN. THIS IS THE PUBLIC INPUT.

HERE'S SOME OF THE PICTURES OF, WE HAVE THE DOWNTOWN PLAN ADVISORY COMMITTEE, WE HAVE THE OPEN HOUSE IN THE UPPER RIGHT.

WE HAD THE WINE WALK WHERE WE STARTED WITH FREEZE AND NICKELS.

THE STAKEHOLDER MEETING UP IN THE MIDDLE, TOP MIDDLE.

SO WE WENT OUT AND ONE OF THE MAIN THINGS WAS WE WANTED TO GET PEOPLE INVOLVED. WE WANTED PEOPLE IN HERE TO SEE EXACTLY WHAT WE WANTED TO GET THEIR INPUT TO SEE WHAT THEY WANTED IN THEIR DOWNTOWN. OF COURSE OUT OF THAT DIDN'T COME ALL POSITIVE. THERE WERE SEVERAL THINGS THAT WE NEEDED TO ADDRESS. SOME OF THEM ARE TAX APPRAISALS CREATE BARRIERS THAT TAXES DO. NOT ENOUGH DAYTIME POPULATION TO SUPPORT RESTAURANTS AND RETAIL. UNDERUTILIZED BUILDINGS IN THE DOWNTOWN AREA. SOME THINGS THAT WERE MISSING WERE THE ARTS, WATER FEATURES, INCUBATOR START UP BUSINESSES.

WE KIND OF ADDRESS THE WHOLE GAMMITT HERE.

IF YOU REMEMBER THAT FIRST NIGHT WE HAD AN EASEL UP HERE AND EVERYBODY GOT A MARKER AND KIND OF DREW THIS BOUNDARY.

AND THAT IS WHAT DROVE THE INVITES FOR THAT LAST PUBLIC OPEN HOUSE. WE SENT A LETTER TO EVERYBODY WITHIN THAT BOUNDARY AND SAID PLEASE COME DOWN, SEE WHAT WE'VE CREATED AND WHAT WE'VE THE RESULT OF OUR PLAN.

THESE ARE SOME OF THE EXISTING CONDITIONS, DIFFERENT BUILDINGS THAT ARE VACANT. THE STRONG IDENTITY BLOCKS WHICH IS 8TH STREET, THE DOWNTOWN HERE WHICH IS A BIG PRIORITY OF PRESERVATION. WE ALSO WHAT ARE THE DOWNTOWN VISION, MULTIUSE, LIKE BRINGING HOUSING AND THINGS LIKE THAT INTO THE PERIPHERY. WALKABILITY AND SAFETY, CREATING A CULTURE HUB, AND THEN ALSO VIBRANT PUBLIC SPACES.

WHAT CAME OF THIS WAS A LAND USE AND CHARACTER PLAN AN ILLUSTRATIVE MASTER PLAN, SOME CATALYST PROJECTS IN PARTICULAR STREET SECTIONS. THIS IS THE MASTER PLAN, WE'VE ALL SEEN THIS SEVERAL TIMES. THIS HAS SOME OF THE KEY PROJECTS IN HERE, ONE OF THEM BEING A POSSIBLE CITY HALL RIGHT ACROSS FROM THE CURRENT CITY HALL.

BUT YOU CAN SEE WHERE WE HAVE A VERY LINEAR DOWNTOWN RIGHT NOW.

THIS REALLY EXPANDS IT OUT SEVERAL PARKS.

YOU SEE KIMMEL PARK TO THE LEFT CREATING A GREEN STREET AND A TRAIL TO BRING KIMMEL PARK INTO THE DOWNTOWN AREA.

CREATING CATALYST PROJECTS, THIS IS HIGHWAY 287 BUSINESS MAIN STREET. YOU RECALL SOME OF THE CATALYST PROJECTS WEST OF HERE ARE THE MEDIANS THAT THE ACCELERATE GROUP PUT IN. THIS IS A PRETTY SIMPLE CATALYST PROJECT CONTINUING THOSE MEETINGS ON WHERE THEY'LL FIT FROM THE WESTERN SIDE EAST. AND THEN IT ALSO HAS AN ACTION PLAN. IN THIS ACTION PLAN YOU HAVE A TIME FRAME OF CONCEPTUAL BUDGET AND THEN WHAT ENTITIES WOULD SUPPORT IT. HERE'S THE ADAPTIVE REUSE OF THE EXISTING CITY HALL. THAT'S 7 TO 10 YEARS AWAY, IT COSTS A LOT OF MONEY. SO THAT'S GOING TO TAKE A LOT OF TIME. HERE IS UPGRADE THE PARKING LOT IN FRONT OF THE EXISTING CITY HALL TO INCLUDE FOOD TRUCK HOOK UPS. THE TIME ON THAT IS 1 TO 3 YEARS. AND THE CAPITAL PROJECT ON THAT IS $1 SIGN, SO IT'S VERY LOW HANGING FRUIT.

SO WE'VE GOT SEVERAL ACTION PROJECTS WITHIN THIS DOWNTOWN PLAN SO WE CAN MOVE FORWARD WITH THIS.

I KNOW WE'VE DEALT WITH SOME OF OUR OTHER COMPREHENSIVE PLAN ISSUES OVER THE CITY.

CERTAIN FOLKS CAN'T DO CERTAIN THINGS, THAT'S NOT IN THE COMPREHENSIVE PLAN. SO WHAT DEPTH OF APPLICATION

DOES THIS HAVE? >> THAT'S A VERY GOOD QUESTION.

I'LL READ A LITTLE BIT FROM THE ORDINANCE THAT WOULD BE ADOPTED IF WE APPROVE THIS TONIGHT. IT SERVES AS A GUIDE, FORMAL VISION, AND LONG RANGE PLANNING TOOL FOR THE CITY COUNCIL AND ALL OTHER APPLICABLE BOARDS AND DEPARTMENTS FOR THE CITY.

IT SERVES AS A GUIDE. THOSE LAND USES CAN CONTINUE BUT WHEN THEY REDEVELOPMENT WE'D LIKE FOR THEM TO LOOK INTO THIS AND HOPEFULLY REDEVELOP ALONG THE VISION THAT WE HAVE HERE.

AND THAT'S NOT TO LIMIT USE, WE DON'T LIMIT THE USE ON A LOT OF THESE. SOME OF THESE ARE RESIDENTIAL AND THEY WANT TO STAY RESIDENTIAL, THIS PLAN DOESN'T P PRECLUDE THAT.

BUT THAT'S SOMETHING WE COULD LOOK AT GOING FORWARD.

SO IF YOU THINK OF THE COMP PLANS AT 80,000 FEET, THIS GETS US DOWN TO 50,000 FEET. SO WE'RE STILL TAKING A BIRD'S EYE VIEW BUT IT'S A LOT MORE DETAILED THAN THE COMP PLAN FOR THIS SPECIFIC AREA. SO REALIZE THAT WE'RE LOOKING AT

A PRETTY FINITE AREA HERE. >> AND MY SECOND QUESTION IS FROM HERE ARE WE GOING TO START LOOKING AT FUNDING SOURCES OR TAX BREAKS OR TOURIST DISTRICTS TO KIND OF HELP PUT THE PLAN TO ACTION? OR ARE WE JUST GOING TO USE IT

SO WHAT WE'RE LOOKING AT IS THE AREA IN RED THAT YOU SEE RIGHT HERE WOULD BE EXCLUSIVELY MOUNTAIN PEAK'S TO SERVE ON THE RETAIL SIDE AND THEN THE AREA THAT'S SHOWN IN THE YELLOW WOULD BE MIDLOTHIAN.

RIGHT NOW IT JUST HAS TO CROSS -- IN ORDER TO DO THIS WORK THIS WOULD ACTUALLY BE DONE BY THE RAILROAD SO THIS COVERS THE COST FOR THE PANELS ALONG WITH THE GATES AND SIGNALS. THEY WILL OWN THE PANELS, THEY WILL OWN THE SIGNAL, THEY WILL OWN THE CROSSING AND THE SIGNALS. THE CITY WILL BE RESPONSIBLE FOR THE ROAD THAT'S THE REASON WHY THE CITY IS HAVING TO APPROVE THIS AGREEMENT BECAUSE THE CITY WILL TAKE OVER IT FOR OWNERSHIP AND MAINTENANCE, SO THE AGREEMENT HAS TO BE BETWEEN THE CITY AND BNSF. AT THE MAY BOARD MEETING OF THE MIDLOTHIAN DEVELOPMENT AUTHORITY THE BOARD DID AGREE TO REIMBURSE THE CITY FOR THESE COSTS SO THE CITY WILL GET REIMBURSED AND WITH THAT I'LL BE HAPPY TO ANSWER ANY QUESTIONS THAT

HI, CHIEF. >> GOOD EVENING, MAYOR, COUNCIL.

THIS AGENDA ITEM WAS ACTUALLY JUST APPROVED ON THE BOARD SIDE ADDING AN ADDITIONAL OFFICER TO OUR AGREED TASK FORCE, OUR SRO UNIT. THAT'S BEEN IN PLACE SINCE 2006.

THIS WILL, THE OFFICER WILL BE ASSIGNED TO THE NEW INTERMEDIATE SCHOOL THAT SHOULD OPEN THIS FALL.

AS YOU CAN SEE EVERY YEAR IT'S A SHARED EXPENSE BETWEEN THE OFFICERS AND THE SCHOOL DISTRICT BECAUSE OF THE MUTUAL BENEFIT AS YOU KNOW. LAST YEAR WE ASSIGNED A COMMANDER THAT ALSO DOUBLES AS THEIR SECURITY AND SAFETY DIRECTOR. SO THAT RELATIONSHIP HAS WORKED OUT REALLY WELL FOR BOTH ENTITIES.

AND THEY'RE ALSO THIS YEAR GOING IN AND ASSISTING WITH THE COST OF BOTH VEHICLES AND MAINTENANCE OF THE VEHICLES AS THAT UNIT GROWS. BECAUSE WE'RE ACTUALLY GETTING DIFFICULT TO PROVIDE VEHICLES FOR THE UNIT ITSELF.

SO THEY SEE THAT AND ARE UPPING THEIR ANTE IN THE PARTNERSHIP.

SO IT'S BEEN VERY BENEFICIAL THUS FAR AND I'D BE GLAD TO ANSWER ANY QUESTIONS YOU MIGHT HAVE ABOUT THE PROGRAM.

IN A NORMAL SUMMER WHAT HAPPENS IS THAT WE PUT ON A JUNIOR POLICE ACADEMY, SO THAT TAKES ABOUT SIX WEEKS OF THE OFFICERS' TIME. IT'S FOR FOUR GRADE LEVELS WITHIN THE SCHOOL DISTRICT. THAT'S SORT OF THE OUTREACH THAT WE HAVE FOR KIDS THAT ARE OUT OF SCHOOL.

IN ADDITION TO THAT WE'RE RESPONSIBLE FOR WRITING THEIR CONTINUED EDUCATION TRAINING CERTIFICATES, SO IN THE SUMMER TIME WE GET A LOT OF THAT TRAINING IN BECAUSE THEY DON'T HAVE TIME TO DO THAT DURING THE YEAR.

AND THEN THEY TRY TO SQUEEZE IN A LITTLE VACATION TIME.

SO IT'S A BUSY SUMMER FOR THOSE OFFICERS AND THE SCHOOL YEAR ITSELF IS VERY BUSY BECAUSE NOT ONLY DO THEY PROVIDE DAY-TO-DAY SECURITY THROUGHOUT THE SCHOOL DAY, THEY ALSO PROVIDE SECURITY AT THE SCHOOL EVENTS SO IT'S A LONG YEAR FOR THEM.

>> THEY MADE MAJOR STEPS TOWARDS BRIDGING THE GAP BETWEEN THE

DEPARTMENT AND THE CHILDREN. >> YEAH, IT IS A GREAT OUTREACH.
